(Purpose) The volume of local public assets is steadily increasing. In 2018, it amounts to 740 trillion won. As the volume and the importance of the local public asset is increasing, the central government is trying to set up proper policies in dealing with local public asset. Specifically, it attempts to stimulate the utilization of local public asset (a positive management approach) instead of a past passive maintenance approach. However, in order to utilize local public asset aggressively, it is necessary to fathom the value of local public asset properly. Unlike the central government, there is no regulation that forces local government to undertake a regular re-assessment of local public asset, hindering proper use of local public assets. (Design/methodology/approach) In this study, the amount of land books in Districts A, City B, and County C was set as the amount of land before reevaluation. In addition, the land price after re-evaluation was analyzed by simulating changes in land value before and after re-evaluation using the standard published land price. (Findings) By employing simulation analysis of the value on the parcels of public assets in three local governments, this study demonstrates that public assets in local governments are quite under-valued (assessed). The findings in this study illustrate that the average price of land in local government could increase to 31-55% of current price when proper re-assessment takes places. (Research implications or Originality) Above all, this study demonstrates that the central government must set up regulation that permits local governments to re-assess their public asset in a periodic manner.
