This study analyzes the effects of central and local public officials’ performance capability, as well as the recognition of services’ allocation, authority, financial allocation, and personnel mobility between the central and local governments, on perceptions of intergovernmental relationships. This study uses 2017 survey data on intergovernmental relationships conducted by the Korea Institute of Public Administration. The main results are as follows: Views of intergovernmental relationships are influenced by perspectives on public officials’ job performance capacity. Central public officials recognize local officials’ job performance capacity as important, and local public officials see central officials’ job performance capacity as important at a statistically significant level. Second, notwithstanding the level of government, the outlook on the operation of the local finance equalization scheme was a major variable explaining the stance toward intergovernmental relationships. This study is powerful in that it examines officials’ capacity, which has been distinguished as a critical element of decentralization, as a variable. Due to data limitations, however, this study focused on the central and local governments; the diverse factors of public officials’ capacity were not included in the analysis.
