Eumseong public livestock manure treatment plant is a facility designed to treat 25 tons/day of food waste and 70 tons/day of livestock waste. Recently, Eumseong County Office has been coming into conflict with people living in Chonggok-ri, Yul-myeon, Icheon-si due to the location of the facility, which has been selected right next to the Chonggok-ri. Public Livestock Manure Treatment Plant is an essential facility, but also a NIMBY facility people don’t want to built near to where they live. For this reason, Ministry of Environment and Ministry of Agriculture, Food and Rural Affairs developed policies to recycle livestock waste by building eco-friendly energy towns and to offer people living around the towns compensation. A project, building Eumseong public livestock manure treatment plant, is part of the policy.
This study found several problems with the project. First of all, Eumseong County Office didn’t collect opinions of the residents of Chonggok-ri to decide the location of the plant at all, despite the local guideline that collects opinions of residents before building water pollution prevention facilities. A second problem we found is that 「Act on the management and use of livestock excreta」 doesn’t include provisions on the environmental rights of the people who live around livestock manure treatment plants, which is a law that this project is based on.
Even though there are problems with this project, Eumseong County Office is pressing ahead with it in the name of the national project. Wondang-ri, located in Eumseong-gun, and Chonggok-ri belong to deferent political boundaries, but these villages form one community. For that reason, one of the major concern, in this case, is that there could be a crisis in the community. In order to solve this problem, it is the best way that Icheon-si, Eumseong-gun, and the residents of Chonggok-ri and Wondang-ri discuss this issue with each other, before legal action.
