This study claims that Suwon(水原) Hwaseong(華城) city was conceived as the status of a separated capital(別京). Suwon Hwaseong city was built for the retired king and royal officials. The officials and soldiers planned to escort or assist the retired king(上王), and the residence of farmers, merchant to support them. For this purpose, King Jeongjo not only built Hwaseong Fortress with a higher status than any other yusubu(留守府), but also deployed state-of-the-art information and maximum national power at the late Joseon’s level. This can be called the plan of the two-capital system with Hanyang and Hwaseong.
King Jeongjo hoped to live in Hwaseong, a separate capital, and wanted to visit Hanyang from time to time. Through this experiment, King Jeongjo wanted to expand the realm of royal authority to create a new military relationship. By reorganizing Hanyang and Hwaseong into the two capital system of capital(王京)-separate capital(上王京), King Jeongjo wanted to sublimate the value of Hwaseong to the national revival of Joseon rather than keeping it to the private level of filial piety.
However, with the death of King Jeongjo, a group of Si-pa(時派) and Byeok-pa(僻派) thwarted the idea of Jeongjo’s dual capital system, which had centered on Hwaseong’s separate capital. As a result, Hwaseong remained the fortress of temporary palace and only yusubu, where even its owners sometimes visit. At the same time, its status was downgraded to one of the southern Gyeonggi(京畿) provincial governments. This was not Hwaseong that King Jeongjo had originally conceived of separate capital.
