The amendment of regulations affecting the governing body of the Korean Federation of Community Credit Cooperatives(KFCC) has been know to the public since June 2007. Its essential points are as follows: 1) the president of KFCC shall be a non-standing officer. 2) The officers of KFCC shall have eleven to twenty one directors, among whom more than half shall not be president of any regional cooperatives. 3) The president of KFCC shall represent the KFCC, except for the business represented by the representative director in exclusive charge of credit business operations. Namely, the representative director shall have the authority to deal with all subjects except for those especially reserved for the general meeting or board of directors. The representative director shall also have such authority to make decisions regarding policy-building and day-to-day management in the credit area and to promote the executives of KFCC and transfer them to another position in KFCC. By providing this amendment, the Ministry of Government Administration and Home Affaires seeks to make the governing body become professionalized and the management functions carried out by full-time professional board members. However, the amendment seems to pay no attention to the co-operative's identity and principles.
