The amendment of regulation affecting the typical features of NACF has been known to the public in Sept. 2008 and Jan. 2009. Its essential point is to establish a personnel recommendation committee within the board of directors of NACF. The committee exists to recommend the representative director of NACF including his auditor etc. With the newly introduced committee, the government takes aim at depriving the NACF president of his power to recommend and appoint the representative director of NACF. However, the government seems to pay no attention to the cooperative's values, principles and identity. In this paper, four topics will be discussed; 1) Lack of understanding of the honorary cooperative Office. 2) Strengthening the management power of the representative director. 3) The loss of NACF’s identity, 4) The excessive Interference of state, followed by a summary and conclusion.
