On December 16, the government of Korea submitted the revised version of the Agricultural Cooperative Act to the parliament. On March 11, this act was passed in the parliament, there will be a restructuring of the National Agricultural Cooperatives Federation (NACF). In relation to the restructuring of the NACF, the following items should be considered:1) A new computer system that can be used together with the Nonghyup Bank (NH Bank).
2) The expansion of the protection fund for the depositors to the Mutual Credit Scheme (MCS) and the introduction of the cross guarantee system to ensure the security and credibility of the MCS.
3) Introduction of a conflict control system to resolve the competitive relationship with the NH Bank.
4) The continued strategy for ‘one banking’ system in order to provide the unified brand and service with the NH Bank.
5) The question of pursuing an independent corporate status of the central headquarter of the MCS only after the preconditions such as sufficient Capital have been met.
In conclusion, this paper suggests several strategic directions for the progress of the Mutual Credit Scheme of the National Agricultural Cooperatives Federation as follows:1) There should be restructuring of the MCS to make it a strong central banking system.
2) There should be a unified brand and computer system in order to continue the strategy to have 'one baking' with the NH Bank.
3) The headquarter of the MCS should have Banking license to function as a central banking system.
4) The headquarter of the MCS as a central banking system for MCS should significantly increase the operating power to deal with funds including the foreign funds.
