This article focuses on the measures to overcome crisis of autonomy of Agricultural Co-operative under the reorganization of NACF and crisis of identity of Agricultural Coopera-tive under Framework Act on Cooperatives. The measures to overcome the problems presented in this article are as follows. First, the values and identity of the cooperative should be established. As organizations are more differentiated under the reorganization of NACF, it is necessary to establish identity to practice the values and principles of the cooperative. Second, the governance structure of the cooperative taking members of cooperative the most important should be created. Even differentiated subsidiary under the reorganization of NACF should take the intention of the members of the cooperative. Third, the principles of autonomy and independence of the cooperative should be restored. When the government support cooperatives, it should not compromise the principles of the auto-nomy and independence of the cooperative. Fourth, articles of incorporation as autonomy laws of the cooperative must regain autonomy. While the law only govern necessary part, detailed provisions be delegated to the articles of incorporation. Fifth, it is necessary to execute co-prosperity of the cooperatives sector and cooperation between cooperatives.
NACF with a history of 100 years, has the responsibility to lead Korea's cooperatives.
