Addendum Article 9 of the Agricultural Co-operative Law (1994) stipulated that NACF should separate credit services and agricultural services. Since then, the ‘separation’ has been a special problem NACF has to deal with. Recently the French credit agricole, the Dutsch Rabobank and Greenery VTN, the Japanese Agricultural Cooperative, JA Bank system and so on have been mentioned as a good example which further promotes the separation of credit services and agricultural services and such success stories could give us meaningful lessons for a successful separation. However, we have not yet found a useful solution from a pragmatic point of view even if the 'separation' has been a serious issue for more than 15 years, which implies that we should further research much more foreign cases like Germany. In this context, we are to examine the German Cooperative System and seek an alternative solution for the separation issue.
