A digital-based information society is arousing people's interest in e-Learning as a new way of educational supporting system. The importance of e-Learning has been emphasized as e-Learning overcomes the limitations of the face-to-face learning environment. In a digital-based information-oriented society, e-Learning is arousing peoples interests as a new way of educational supporting system. Meeting the demands of learners, such as just in time learning, e-Learning, which escape from the limitation of learning environment, face to face educational environment, is strengthening the importance of utility. A major role of traditional instructional designers is to design the educational contents. The roles of e-Learning instructional designers, however, are not limited to designing educational contents because e-Learning instructional designers conduct various tasks such as development, operation, and management and they links technology to education. To deliver successful e-learning solutions, a clear role of e-learning instructional designers should be identified in advance.The primary purpose of this study was to identify the competencies of e-Learning instructional designers and to develop an educational program for improving e-Learning instructional designers' competencies. A two-round Delphi technique was introduced to collect data through a series of surveys. Thirty competencies were identified necessary for e-Learning instructional designers.
