On December 10, 1948 the General Assembly of the United Nations adopted and proclaimed the Universal Declaration of Human Rights. Human rights are the natural rights of the human race as well as the laws that help make social life possible. The legislature, in a democracy, decides how much of such rights could be surrendered in common interest. The legislature by promulgating laws and the courts by interpreting them delineate what natural rights constitute inviolable human rights violations are an issue between the legislature and the judiciary on the one hand and the executive, which is the police, on the other. For the fear-struck citizens, it is an issue between the helpless them and the arm-twisting Government. In simple terms, human rights violations involve violating the basic rights of life, liberty and human dignity beyond the limits of the law. The violations may be committed in the acts of execution, confinement or torture. It is basically the use of power beyond the scope of law for certain ends and is not committed for any noble end. The prevention of Human Rights Violation , the following measures are required. 1. The value of DNA bank to police investigations is enormous. Biological samples collected from a crime scene can either link a suspect to the scene, or rule the suspect out as the donor of the DNA. But The aim of the DNA Data is to provide an unprecedented investigative tool that will allow police to link crime scenes across jurisdictions and help in apprehending serial and repeat offenders 2. FTO programs help compensate for selection errors and inadequate human rights training educations. 3. As a means of compliance with the Miranda decision many police departments have cards printed that spell out constitutional rights of the individual. one of these cards may be given to the person in custody, but the officer also must verbally inform the individual of each human right.
