Even though there has been great development of human rights in theory and practice in the last decades, thee are still enormous cases of human rights violations in global and local levels. The main purpose of this paper is to anticipate the trend of human rights thoughts the twenty-first century and their relations with democracy.
In the turn of the century, there are diverse trends of human rights thoughts to lead the implementation of human rights. This paper focuses on three topics to be raised in the trands of human rights thoughts. First, which is the actor to carry out rights, individual or collective community? Each position can be characterized as individualism and communitarianism. Secondly, whether human rights are to be implemented universally or within cultual context? Their position can be called as universalism or cultural relativism. Thirdly, which is human development or ecological priority to be needed for human rights improvement? Their position can be categorized as developmentalism and ecologism.
In order to achieve human rights, it is needed to implement democracy. But the experience of parliamentary democracy during the last century shows that it needed to complement effective tools to draw participation from the rank and file members of community. This means to require efforts to build up participatory democracy from community members. The resurgence of civil society can be one of the best way to keep democracy in effect and to struggle against violations of human rights.
In the twenty-first century, it is anticipated to have great leap to implement human rights and democracy with supports of international organizations both in governmental and non-governmental levels. Therefore, it can be called "the era of human rights".
