The Purpose of this study is to analyze needs of beginning teacher’s job competences in kindergarten. And this study presented policy suggestions to improve their job competences. Based on the previous research, the kindergarten beginning teacher’s job competences were derived of nine domains and 18 competences. Using Borich’s Needs Analysis and The Locus for Focus Model, the importance and retention of job competences and support for development were investigated. The top priorities of job competences were a teaching activity of guidance on maladaptation of children, counseling for children, and instruction using curriculum. The educational support that beginning teacher need, were to strengthen the practical training in the training course, mentoring, job guidance and education after entering and so on. Policy suggestions are as followings: First, it is necessary to analyze the cause of gap between RCL(Required Competence Level) and PCL(Present Competence Level) and to develop job training programs. Second, using the results of Borich’s Needs Analysis and The Locus for Focus Model, educational policy need to be implemented. Third, it is necessary to concretely present policies relating to entry-to-school education so that effective entry of the kindergarten beginning teacher at kindergarten need to be conducted. Fourth, it is necessary to improve the legal problem in order to secure the rights of teachers.
