The purpose of this study is to develop and apply an inquiry-based learning program in which small group discussion and science writing are grafted onto a POE model and examine the effect of the program on highschool students' science learning motivation, social interactions and attitude toward science writing. The subjects of this study were two classes of the first-graders (68 students) and two classes of the second-graders (65 students) in a highschool for boys in Metropolitan City. The applied curriculum unit was 'Stimulus and Response' which are commonly dealt with in Highschool Science and Biology One. The result of this study showed that science inquiry learning featured by discussion and writing was effective in motivating the students' science learning, and exerts a positive influence on their social interactions through processes of presenting, criticizing and accepting opinions. In addition, it was shown that the research activities in POE strategies, such as prediction, observation and explanation, enabled the students to elaborate their thoughts and ideas and thereby improved the students' attitude toward science writing.
