Jeju self-governing police, being different from the concept of the present police, takes the duties that provide services to localties and build up a city of enjoying both culture and sightseeing. Seen above, Jeju autonomous police focuses its affairs on making sure policing suitable for each place and on local services. Additionally, it playes well its roles to conserve Jeju which keep a clean environment. Jeju police, however, some problems in its consisting authorities that belong to Juju provincial governor who controls Juju police and is the only person to appoint police officers. To solve this problem, Jeju Special Self-governing Law ordered to consist of an Autonomous Police Committee and operate that. The Autonomous Police Committee has two kinds of characteristics. ; First is as a discussing and legislative one. Second is as a consultative. This leads to a problem that it can't operate its main duty of management. Thus, Self-governing Police Committee should play its role of checking against the provincial governor. In addition to that, Jeju police need to extend its paper-work to a degree of national police in order to strengthen its affairs of policing and servicing. Especially, localties' roles in Jeju are severly important to keep Jeju as a tourism city and to conserve its unpolluted atmosphere. One of the crucial tasks is to intensify police roles on communities. It is necessary to change its operating. It means that police officers should cooperate with their local people to make sure policing.

2006년 7월 1일 시행된 제주특별자치도 설치 및 국제자유도시 조성을 위한 특별법에 의해 제주는 지방자치를 실시한 지 1년의 세월을 맞이하게 되었다. 제주특별자치에 따라 경찰도 국가경찰과 병행하여 제주자치경찰을 시행하고 있다. 제주자치경찰은 지역민에 봉사하고 제주라는 특성에 부합한 관광객의 안전한 보호와 교통관리 및 지역경비를 책임지는 경찰로서 그 업무를 수행하고 있다. 제주자치경찰은 제주특별자치도법에 의하여 행정경찰사무와 일반 사무경찰직무규정에 의한 예외적인 사법경찰사무를 동시에 가지고 있다. 즉 사법경찰사무는 행정작용에 부수되어 실시되는 경찰작용으로서 이는 제주자치권에 의한 자치경찰사무의 본연의 임무에 적절히 부합되는지 의문이다. 제주자치경찰은 자치화에 따라 자치경찰 본연의 임무에 따라 행정경찰과 사법경찰을 구분하지 않고 경찰기관에서 사무를 담당하여야 하나 현재 법제도상에서는 제한적인 부분만 담당하고 있는 한계점을 가지고 있다. 이러한 제도상의 불비와 제주자치경찰이 설립된 목적에 부합하는 지역사회의 경찰로 거듭나기 위하여는 제주자치경찰의 사무와 그 역할을 검토할 필요가 있다. 따라서 본 연구는 제주자치경찰의 역할에 대하여 법제도적인 측면과 실증적인 자료를 통하여 검토하여 향후 발전방향을 제시하였다. 제주자치경찰은 기존의 단속에서 벗어나 국제자유도시의 위상에 맞는 경찰의 개념을 가져야 하며, 지역의 특성에 부합한 경찰활동을 수행하여야 한다. 제주자치경찰은 지역민과 함께하는 지역속의 경찰역할을 완성하여 자치경찰의 위상을 확립할 필요가 있다.
