This paper examines the major contents of the self-governing police system and the expected roles and limitations inherent in self-governing police system and the ways to overcome them. Furthermore, what is needed for the implementation of the self-governing police system is presented. Through this, it is intended to prevent the introduction of the self-governing police system from being distorted or distorted by the opposition of the vested rightist group, and complementing the lack of self-governing police system. The role expected from the self-governing police system is largely divided into three areas: ①regional dispersion of the centralized police organization, ②service provision of police service for local residents, and ③ subject of the policing such as national police. The autonomous police system, however, has its inherent limitations in its role of transferring the organization and manpower of national police to self-governing police. Especially the problematic point is the limit derived from biased perception of self-governing police system. For example, there is a biased perception that the self-governing police regarding investigation is turned into a special judicial police, or treated as an auxiliary agency of the local government. In view of this, the successful introduction of the self-governing police system should address above all the following issues: ①correct the wrong perception about self-governing police system.; and ②provide measures to reinforce the field policing.

이 논문은 광역단위 자치경찰제의 주요 내용에 대해 살펴보고, 이를 토대로 기대되는 역할과 거기에 내재되어 있는 한계와 그 극복 방안에 대해 고찰하는 것을 목적으로 한다. 나아가 자치경찰제의 실행을 위하여 정책적으로 필요한 부분이 무엇인지를 제시하고자 한다. 이를 통해 자치분권위원에서 설계한 도입방안이 중앙집권적 사고에 치우친 기득권층의 반발과 저항으로 어그러지거나 왜곡되는 것을 차단하고, 부족한 부분에 대해서는 보완을 통해 보다 완성된 자치경찰제가 시행되도록 기여하고자 한다. 문재인 정부가 추진하는 광역단위 자치경찰제에서 기대하는 역할은 크게 ①중앙집권적 경찰조직의 지역적 분산, ②주민밀착형 치안서비스 제공, ③국가경찰과 동일한 치안주체 등 3가지이다. 이는 자치경찰제를 설계할 때 우선적으로 고려했던 사항들이기도 하다. 그러나 광역단위 자치경찰제는 국가경찰의 조직과 인력을 자치경찰로 이관하는 방식의 속성상 기대역할이 가지는 본질적 한계도 있다. 특히 문제되는 지점은 자치경찰제에 대한 편향된 인식에서 비롯된 한계인데, 예컨대, 자치경찰제 도입의 현실적 고려 하에서 극히 제한해놓은 자치경찰의 수사에 대해 검사의 지휘 하에 둔다거나, 특별사법경찰화하거나, 무늬만 경찰이라는 제주자치경찰의 연장선으로 보거나, 그래서 자치경찰을 지자체의 보조기관 정도로 취급하려는 등의 인식이 있다. 이러한 점을 고려할 때, 광역단위 자치경찰제의 성공적 추진을 위해서는 ①자치경찰제에 관한 인식 제고, ②현장치안력의 보강대책 마련 등의 과제를 해결해야 한다.
