This paper examines a compensation model for emergency personnel who served in rescue and recovery efforts, and whose health later suffered as a result. The 9/11 World Trade Center attacks are the most catastrophic disaster in the United States’ recent memory. Thousands of lives were lost in the attack, and even more were affected by the event’s aftereffects. The one of the compensation Act is called the Zadroga Act. Before the Zadroga Act, to save 9/11 victims time and effort, Congress passed the Victim Compensation Fund (VCF). The VCF changed the Conventional Model of Compensation to a Master Model of Compensation with Alternative Dispute Resolution (ADR), and additionally appointed a Special Master to oversee compensation cases. VCF paved the way for fast compensation for those directly involved with the 9/11 attacks via mediation and negotiation. However, VCF could not cover the first responders and government employees for rescue operations and other citizens. After much deliberation on expanding compensation, the Zadroga Act was passed by Congress. The Zadroga Act established and set development milestones for the World Trade Center Health Program. The creation of the Zadroga Act supports on-the-spot rescuers who suffered from illnesses related to 9/11 rescue operations. Zadroga Act has created a model for many policy makers and lawmakers who are looking for guidance as to how to deal with the both the public and people who serve the public in disaster and emergency situations by expanding compensation and medical support. The Zadroga Act is meaningful to research about disaster management because the public cares about medical care of and compensation for people who serve the public in disaster and emergency situations. We hope this study can be a catalyst for South Korea to adopt an iteration of the Zadroga Act called Kim Kwan-Hong Diver Bill, which has been proposed in response to government mishandling compensation for South Korea Sewol Ferry disaster first responders.
