Since the 9/11 terrorist attacks, policy and legislation to strengthen data surveillance using electronic surveillance means have been pushed ahead. Data surveillance such as interception, wire-tapping, Internet Surveillance, location data surveillance, integrated international surveillance, video surveillance, satellite surveillance, and workplace surveillance has significantly improved its accuracy by utilizing new communications technologies. This has raised concerns over the possibility of serious privacy invasion, increasing demand for policy and legislator that corresponds with a new digital paradigm. This study examined types of technology related to electronic surveillance, legal regulations of each country and the key points of information protection in the future. It is the key in the information society, where the life is based on the knowledge information, to find a point of contract that makes information public and protect information from the public, which are contradictory. Reorganization of GㆍBㆍC relationship by using the method of Internet, such as an e-commerce, and the globalization of related activities have led to active circulation of privacy among nations. In addition, privacy invasion in cyber space through network, having no limit of border barrier, can spread fast all over the world, so it is pointed out that the existing rescue measures have limits because of difficult problems such as jurisdiction, authority rules and effectiveness of rescue. The discussion on privacy security needs a new access by combination of T-code and L-code, which is different from the existing legal system, and legislation and solution based on this discussion is needed.
