This research is on making complication policy about struggled example of transfer of JeonJu base(also known as the 206 air force) which is in trouble with JeonJu city goverment and local residents because of the military installation transfering policy recently, seeking effective conflict management as well as solution about this, and proposing policy through drawing a lesson, so solving a military trouble rationally. The causes of discord in this example turned out to be location trouble of non-prefer facilities, unbalance between cost and benefit, and problem of participation of residents and democratic procedure in location selection. As policy proposal, making trouble control and residential participation procedure mendatory, promoting moving at once of military facilities and neighboring bases when moving a base, actual return through securing required budget, setting system which can mediate were proposed, for legal and systemic complementation.
