The purpose of this paper is to examine how Luhmann responds to Habermas’s critique of his concept of complexity in the controversy between Habermas and Luhmann, and to deepen our understanding of Luhmann’s system theory. Habermas’s criticism is summarized in two points: the ultimate problem of functional analysis, and the ambiguity of ‘reduction of the world’s complexity’. To understand Luhmann’s response to Habermas’s critique, it is important to understand what systems that have selective relations to the world imply. This thesis implies that a system does not recognize the world from outside. A system organizes itself by drawing the boundary of the system and its environment in the world. Luhmann revealed how a system is formed, by relating the concept of complexity to his system theory. Through this paper, we can see that there is no contradiction in the implication relation (Implikationverhältnis) between system and world.
