Seonma(宣麻) is an act of proclaiming a document to the bureaucracy to appoint high-ranking official posts. So Seonma-ui (宣麻儀) is a ceremony to proceed to the Seonma. In the early Goryeo dynasty, only high-ranking posts in the Chancellery such as chancellor(門下侍中), is the object of this ritual.
I think that the King himself can be imprinted to these high-ranking officers through this ritual that he is the person responsible for the personnel appointment. At the result, There is an effect that the power of the appointment of the office is visually displayed. In addition, this titural was conducted only for high-ranking posts in the Chancellery, it reveals that thees postse have high political status in bureaucracy.
