As the aging population and the declining fertility rate become serious, it is necessary and urgent to introduce arbitrary guardianship system. The arbitrary guardianship system is complementary to the existing legal guardianship system, and it is necessary to introduce and to register the arbitrary guardianship system as soon as possible because of its various merits. In addition, the UN General Assembly makes it possible to equitably and regularly participate in social life, without discrimination, with the right of self-determination of the adult guardians, and the global trend is the same. In the end, the adult guardianship legislation became an international trend, and nowadays, as international exchange is increasing day by day, Taiwan can not keep up with the international society. In addition, it is expected that the number of children in the family will be reduced and the burden of aging society will be relieved by referring to the prestigious regulations in the Japanese Civil Law in the right of arbitrary guardianship. In the future, I expect to introduce a social security system in Taiwan legislation and build a social welfare state.
