This article examines how ethnically homogenous country such as Korea has built a structure of hierarchical membership responding to the increase of foreign population. By focusing on three groups including low-skilled migrant workers, ethnic Koreans with foreign nationalities, and international marriage migrants, I investigate how they are differentially and discriminately constructed in the government’s policies. Considering economic utility and national competitiveness, among low- skilled migrant workers legal workers are partially excluded from immigrant integration policies, while undocumented workers are totally excluded. The economic concern is also manifested in the Korean government’s approach to ethnic Koreans with foreign nationalities. While Korean Americans are considered a valuable resource contributing foreign capital and professionally skilled workers, Joseonjok are treated as foreign migrant workers in low-skilled sectors who are less likely to disrupt ethnic order of Korea. Therefore, while Korean Americans receive a lot of benefits, especially in economic activities, according to the Overseas Koreans Act, Joseonjok are prevented from receiving those benefits. Finally, the Korean state actively incorporates international marriage migrants because the state expects them to solve the problems of low-birth rate and aging population in Korea. Putting them into the category of a multicultural family, Korean state imposes on them specific gender roles, such as mothers for future Koreans, caregivers for parents-in-law, and docile housewives for husbands. The main goal of this article is to illustrate how ethnically homogeneous country manages with multicultural and demographic changes caused by international migration, and how it rebuilds a membership structure through selective incorporation and exclusion. I expect this work to reveal the nature of the current multicultural policies in Korea.
