The final peaceful settlement is the most crucial condition for the Armistice Agreement in 1953 on the Korean Peninsula. However, the parties in the agreement are responsible for the absence of the solution 65 years after the signing. The fact that the parties signed on the armistice means that they should declare the end of the war and replace the armistice into a peace treaty. This process is very natural and clear from the characteristics of the armistice agreement throughout the 20th century world history.
It is also anachronistic that the agreement prepared for 3 months after ceasing the hostility has been exsited more than 60 years. The anachronism became clearer because the competence of United Nations Forces Commander, one of parties, who holds the operational control over South Korean forces. was transferred to that under the Combined Forces Command in 1978. Under this condition, the accord of a summit between South and North Korea which stresses the necessity of the declaration for complete end of the war as soon as possible has critical meaning for peace system on the Korean Peninsula.
The declaration for complete end of the war and the replacement of the armistice into the peace treaty in which South and North Korea, the US, and China, involve in will bring the great transition not only in Korea, but in Northeast Asia. However, the process is not simple due to the relationship between China and the US and the fluctuation of domestic politics in each country. This means that diverse options and plans should be prepared in order to respond to possible changes in international condition, in particular by South Korean government who would like to manage the process. As we can see easily in world history, deliberate approach should be needed to bother a possible shift from a chance to a crisis.
