This paper is written to shed a light on the risk that South Korea may face in its balanced diplomacy policy in Northeast Asia by using the controversy over the deployment of the U.S. THAAD to South Korea. The balanced diplomacy could garner all possible supports from both the U.S. and China if it is managed well, but it could also receive damage from both countries if it is managed bad. In this sense, this paper reviews the backgrounds of the South Korean balanced diplomacy based on the power balance in Northeast Asia and identifies the possible demands by the U.S. and China to South Korea. It examines the process and result of the debates over the THAAD and analyzes the controversy in the balanced diplomacy perspective.
As a result, this paper concluded that the debate over the THAAD deployment exposed the risks of a balanced diplomacy. South Korea wasted almost three years before making its final decision over the deployment of the THAAD in order to suffice demands of both the U.S. and China. However, South Korea ended up both losing trust of the U.S. and receiving Chinese economic punishments.
Now that North Korean nuclear threat has become the life or death threat to it, South Korea cannot help strengthening its alliance with the U.S. Thus, it should recognize the priority of its alliance with the U.S. and control its relations with China mainly on economic, social and cultural cooperations.
