This paper analyzes the direction of development on South Korea’s China policy, by surveying expert group’s opinions on South Korea’s position during the conflict between the US and China in East Asia. The expert recognize Sino-US strategic competition in East Asia and reports that even though it is important to check North Korea based on alliance with the US, South Korea needs to work closely with China to solve the issue of unification, economic growth, and North Korea’s nuclear program. Experts also emphasize that the ROK-US Alliance should be focused on checking North Korea, avoiding China’s suspicion of the three-way alliance among Korea-US-Japan that threats its security.
Experts have divided opinion on South Korea’s THAAD deployment. However, they agree on that its purpose should be checking North Korea’s nuclear program, not the development of a global MD system of US or three-way security alliance among Korea-US-Japan that aggravates Sino-US strategic competition in East Asia. Also, experts express deficiency of Korean government’s diplomatic efforts to persuade China during the process of THADD deployment. In the end, they argue that Korean government needs to avoid traditional position of taking a ride on a greater power or equidistant diplomacy between the United States and China. Rather, they recommend that Korean government should develop self-directed diplomacy that actively expresses its policies and stands on a case-by-case base and persuades the US and China to align with their positions.

본 논문은 한국 내의 중국의 외교안보에 관한 연구를 수행하는 전문가 집단을 대상으로 동아시아에서 미중 간의 세력경쟁 속에서 한국이 어떤 자세를 취해야 하는가를 조사함으로써, 한국의 대중국정책의 발전 방향을 분석하고 있다. 분석에 따르면 한국의 중국 전문가들은 동아시아 지역에서 중미경쟁이 구조화되고 있는 상황에서 한미동맹에 기초한 대북견제도 중요하지만, 동시에 통일과 경제성장, 북한 핵문제의 해결을 위해서 필수적인 협력대상인 중국과도 긴밀하게 협력해야 한다고 인식하고 있다. 따라서 한미동맹은 북한견제에 초점을 둬야하며 한미일 3각 안보동맹으로 확대발전시켜 중국으로부터 한국이 미국편에 서서 중국을 견제할 것이라는 전략적인 의심을 사는 것을 경계해야 한다는 점을 분명히 하고 있다. 이런 점에서 학자들은 사드배치의 필요성에 대해서는 찬성과 반대가 비슷한 수준의 양분된 태도를 보이지만, 배치를 찬성하는 학자들도 사드 배치의 목적은 북한 핵에 대한 견제용임을 분명히 함으로써 사드배치가 미국의 글로벌 MD체계로 편재되거나 한미일 안보동맹으로 발전하지 않도록 경계해야 한다는 인식을 나타냈다. 동시에 사드배치를 추진하는 과정에서 한국의 입장을 분명하게 제시하고 적극적으로 중국을 설득하는 작업을 하면서 외교적인 노회함을 보이지 못해 한중관계를 더 악화시켰다고 인식하면서, 미중 사이에서 강대국에 편승하여 지역의 균형을 취하는 전통적인 방식이나 등거리 외교보다, 한국이 사안별로 정책이나 입장을 먼저 표명하고 중국과 미국을 주도적으로 설득하는 자기 주도적 외교를 할 것을 주문하고 있다.
