In the history of the reorganization of the government, after the introduction of the direct presidential election system in 1987, the regime has sought a solution through the reorganization of the government at every political crisis. Especially, Korea"s safety - related government organizations have been expanding quantitatively, but there has been little systematic design and maintenance of safety - related government organizations in terms of safety management philosophy and safety management of the whole nation. The dangers of modern society has become a social structural problem, and safety management has been extended to the public domain that the state has to manage.
On the other hand, in this situation, the hope of all people is to live a safe life. This is especially true today, which is called a dangerous society.
Therefore, in this paper, I will examine the problem of the reorganization of the major governments in the past, focusing on safety and security, in order to prepare for the reorganization of the next government in the government, I would like to suggest ways to improve it.
