The Greenbelt Preservation Charge is operated based on The Management Act of Charges. The Greenbelt Preservation Charge is included in Balanced Regional Development Special Accounts. Service fees are paid to local governments when the Greenbelt Preservation Charge is collected. However, the collecting service fee of the Greenbelt Preservation Charge is lower than other collecting service fees. The purpose of the study is to provide logical basis to raise the collecting service fee of the Greenbelt Preservation Charge.
The study investigates that 22 charges among 30 charges which contain service fees in their acts, suggest 10% or more of collected charges as collecting service fees. The collected Greenbelt Preservation Charge has not been used fully, therefore accumulated surpluses have been increased as years go by. Thus the central government has enough fund to raise the collecting service fee. The distribution of the charge is not proportional to the imposition of that. Also, local governments appeal the lack of maintenance budget.
The study suggests that as fundamental alternatives 1) a special account for the Greenbelt Preservation Charge must be introduced for their own autonomy of local governments; 2) The distribution ratio of the collected charge which belong to Balanced Regional Development Special Accounts should be reduced. For a short term remedies 1) the collecting service fee of the Greenbelt Preservation Charge should be raised more than 10% of the collected charges like other charges; 2) The distribution ratio of the charge should be increased such as 40-50% to local governments to maintain greenbelt areas.
