The purpose of this study is to find out the implications for the improvement of the system in Korea by examing the systems for supporting and sanctioning employment of employers with disabilities in major industrialized countries and carrying out an international comparative analysis.
In this study, countries such as Japan, Germany, France, and Italy, which are similar to Korea as the GDP per capita and institutional framework of employment for the disabled, were selected as research target countries. And the United States, the United Kingdom, Austrailia and Sweden, Norway and Denmark, which have regulated the employment sysrem for the disabled through the labor and other laws, which are representative countries with a history of enactment of the Anti-Discrimination Act similar to Korea.
The study described country-by-country surveys about employers with disabilities and employer sanctions that did not employ disabled people. Regarding the support of employers, in the case of quota system countries, similarities and differences in each country are described in terms of achievement of mandatory employment rate, hiring of the disabled, maintenance of the employment, training of persons with disabilities, physical environment improvement, human resource support. Non-allocating countries compared employer support schemes in areas other than achieving mandatory employment rates.
Regarding sanctions for employers who do not employ disabled people, the quota states investigate and compare sanctions other than the burden system, the imposition system, and the anti-discrimination law. No-quota system countries compared sanctions with discrimination correctional organization, mainly anti-discrimination laws.
