The purpose of this study is to prepare the ways for improving the employment of the disabled by the Office of Education; and prepared the ways for expanding the employment of the disabled focused on the teacher sector which takes a larger part in the employment by the Office of Education. For this, first, the policies, institutions and recent status relating to the training and employment of the disabled teachers were analyzed. Second, an in-depth interview survey was conducted on the parties relating to the disabled teachers to analyze the reasons why the employment rate of the disabled teachers is low. Third, the cases that foreign countries expanded the employment of disabled teachers through the mandatory employment quota system were investigated. For this, policy examples and implications were outlined mainly for Germany, France, and Japan.
From the study results, measures were provided for the expansion of the disabled teachers at each step; it was shown to be necessary to expand the selection of the disabled students of teacher training colleges and to improve the education environments of the disabled students at the training stage. At recruitment and selection stage, the ways for recruiting the disabled should be improved and it is necessary to operate the recruitment rate of the disabled in the separated recruitment system flexibly. Supports are needed for peoples with disabilities to have the opportunity to be employed in the short-term teacher positions. Lastly, at the placement and employment stage, the working conditions for the disabled teachers should be improved and the system supporting the disabled teachers should be provided. In addition, training for improving awareness about disability should be conducted mandatorily on teachers of primary and secondary schools.
