This study tried to find ways to incorporate people who are experiencing difficulties in their job activities into the category of disability because they are excluded from the registered disabled and do not receive adequate support.
Results is following. first, the limitations of the concept of disability in the medical model were revealed. So it is emphasized the necessity of the new concept of disability in the employment and re-establish of the category. Second, analyzing overseas cases, the new policy target for employment for the disabled needs to base on a model for functional limitation with the environment and their needs. Finally, we estimated the size of the disabled group in Korea that can be covered by the new potential employment service for the disabled. The total number of them is 382,499 , including those who are a special education, recipient of Veteran, rare incurable diseases, industrial disaster victim, disability with temporary and mental problem. In the long run, the public employment services for the disabled need to be strengthened as a valid policy instrument for anyone suffering from a disability in the labor market.
