Korea has been going ahead Policy on North Korea with divided government since the democratization. Daejung Kim wanted to involve with North Korean affairs at the cost of various supports but it turned out to be high cost low efficiency policy. The ruling party failed to lead political situation in the Administration and the legislative organ in the process of going ahead the Policy on North Korea. The divided government exercised tremendous power in criticizing and checking the ruling party's policy on North Korea. Changing into the 단점정부 brought about hard pressed political situation and reduction of political cooperation. In the process of Daejung Kim's policy on the North Korea, the role and position of the ruling party has been totally dependent on the President's personal will and ruling style. Eventually, the policy has failed to secure self-regulation and caused strong opposition from the civil society. Therefore Daejung Kim's policy on North Korea has been successful in improving the relationship between the South and North Korean governments. However, it failed to develop the party politics of the divided government supported by public opinion.
