The disparity between Seoul and rural areas became worse in the 18th and 19th centuries. Its impact was reflected in language, specifically, the term, ‘hyang-am’ (鄕闇, benighted local elites). King Yeongjo(r. 1724-1776) frequently used this term when referring to rising bureaucrats and local Confucian scholars, and in doing so, he enhanced his authority. The word, however, disappeared from the court after the 19th century, although it was still in use among the common people. This indicates that the number and influence of bureaucrats of local origin became weaker during that time. Some Confucian scholars raised objections to the disparity between Seoul and outside-Seoul areas in terms of the patronage system of kinship and unequal distribution of resources which they believed aggravated social inequality. This unbalanced policy was none other than an ‘invisible threat’ that eventually led to a degradation of Joseon society.
