The rise of ‘Hyangjunggongron(鄕中公論)’ in the 19th century is a new aspect for aprocess of ‘Gong’ discussion. This confronts the wrongly-operated government system which was opposed to local commoner’s principles and notions, and also surveys a public range of opinion in local society which is separated from ‘Gong from the top down’. This movement allowed independent public opinions to become stronger on social and political aspects. In its relationship with government, ‘Hyangjunggongron’ always advanced on the basis on balance and compromise. When they understand wrong or don’t communicate with local commoners, however, it caused serious confrontation and dissension. The reaction of local commoners was expressed by various ways from passive complaint to extreme violence.An unrealistic side of the ‘Gong’ of the government was exposed by ‘Hyangjunggongron’. And it also shows prominent character of concreteness and patterns in the process of tax administration which is based on rule of government. ‘Hyangjunggongron’ sometimes overlapped with ‘Gong’ of the central government. However, according to social circumstance, their stance was clearly demonstrated by radical resistance such as revolt. Local commoner’s posing problems was usually attributed? targeted to Liseo(吏胥) or Suryong(守令). However condition of circumstances getting worse than before, it is possible that commoner’s discontent was getting related to ‘Gong’ of main government and legitimacy of government.Because they expected government’s self-reform, dynasty’s ideal of governing and real politic circumstances became stiff and it is hard to expect that solving social problems based on commoner’s needs. ‘Gong’ of the King and government could not command the same status as before. ‘Hyangjunggongron’ was a kind of expression for disorder of the system and also it produced a rift of main force of discussion. This means that another independent part of ‘Gong’ was created. According to the rise of ‘Hyangjunggongron’ and the division of ‘Gong’ discussion, this demonstrates the growth of political awareness of the local commoner. As a result, a political relativity of ‘Gong’ occurred and the leading group of ‘Gong’ became multi-polarized.
