It is commonly understood in our society that safety and security control in the places of events, such as fairs, conventions, and gatherings etc., is one of the main duties of police. And thus,police is frequently requested to take up safety and security controls for various events. These requests are increasing as the number of diverse events is growing in the modern society. In addition, police officers will face significant workload unless they are equipped with theoretical basis clarifying their mission statement. As a result, a change in the paradigm for police officers to assume safety and security controls for events is imperative, considering the constant growth of numbers in holding events. This change is particularly necessary because police must manage law enforcement function efficiently in part because diverse demands for law enforcement by police increase as society evolves. In addition, this change would benefit in developing private security industry. As examined above, the Limited Scope Theory, which defines the limited scope of police power in taking up safety and security controls for events, is confirmed under the Articles 1, 3 of police Law, Article 2, Article 5 paragraph 1, Article 6 paragraph 1, and Article 7 paragraph 1 of Law of policeman's Duties Enforcement, and Articles11 and 31 of Law of the public performance, and one Supreme Court case(2006.10.26 2006도5388). Korean National Police Agency has taken the same view. Of course, notwithstanding the theory, it should be remembered that safety and security controls will become an inherent mission for police if there exist conspicuous factors incurring criminal concerns. In practice, police officers should review and analyze the above mentioned factors when they acknowledge beforehand that events will be held in their region.
