The responsible investigation system of police and local autonomous police system have been called two items of police-revolutions. These two systems affect each other positively or negatively. The responsible investigation system of police enforce power of police as well as need legal responsibility of police officers. On the other hand local autonomous police system result in decentralizing power of police as well as able to provide services of policing proper to local inhabitants. If these two systems could not be introduced at the same time, it is more effective and right to introduce the responsible investigation system of police first. Because The responsible investigation system of police affects lives of people in various sides. The responsible investigation system of police guarantees civil rights and conveniences of people. Through introducing the responsible investigation system of police, the self-esteem of police officers could be raised up and law-enforement of police could be more responsible. On these bases introducing local autonomous police system result in much more effects of police revolutions. After these revolutions of police system, we must make relations between prosecutors and police officers better. Now the prosecutor must supervise which investigation of police transgress the rules or not. But Korean prosecutor hold much power as investigation, directing police-investigation, prosecution and enforcement of criminal sanctions. As a result prosecutor can't direct police-investigation materially and check and balance between prosecutor and police can't act on. So it is reasonable that the police investigate independently and after police-investigation prosecutor supervise the unlawfulness of police-investigation. Through this system, prosecutor and police will be cleaned and improve certainty of crimes. It is so-called responsibility principle of investigation-police.
