The Chosen Shimbun was founded by merging Chosen Shinpo and Chosen Times in Incheon in December 1, 1908. The Chosen Shimbun, which had covered Incheon district of Korea since the foundation, closed Incheon field in December 18, 1919 and opened national capital area from the 20th day. The right of publication was transferred in January 1, 1920. The origination of The Chosen Shimbun ascends to ‘Incheon & Seoul Biweekly Commercial Newspaper’of which first edition was issued by Jemulpo Press in January 28, 1890. The newspaper was changed to ‘Chosen Junpo’ and again to ‘Chosen Shinpo.’ Also, the interval of publication was changed from two weeks to ten days and two days, and finally, it was issued daily from 1902. At first, Chosen Shinpo could not come out of the red despite the expansion of the company. Inevitably, it decided to receive subsidies from Japanese consulate so that it can be stably operated. Japanese consulate supported the subsidy of 50 won every month with the object of controlling Korean speeches. The subsidy of 50 won was enough to make Chosen Shinpo go into the black, namely, it was enough to determine whether the proprietor could share in the profits. The public trust of Chosen Shinpo was higher after it had relations with Japanese consulate with the subsidy. On the other hand, the subjectivity of speech disappeared and it was obliged to be controlled by the consulate. The Chosen Shimbun had covered not only the whole of Korea but Japan, Taiwan and even China since its first edition was issued. It was nationally second to none in the circulation. Even during the 1920s and 1930s, The Chosen Shimbun took rank with The Keijo Nippo and The Fusan Nippo in the circulation and the revenue, standing on the basis of Incheon. The Chosen Shimbun styled itself as the mouthpiece of Incheon on the first edition, and spoke for Japanese people who did business in Incheon. Its birthplace was Incheon, and professed itself for industrial newspaper. Afterwards, it became a metropolitan newspaper as its readers and branches spread on a national scale. Its major readers were Japanese people, but it was able to win Korean people over to its side thanks to the Korean-language edition. In result, it styled itself as ‘Korea’s unique industrial newspaper’, ‘a popular representative organ’ and ‘a metropolitan newspaper’ since the beginning of 1919.
