Enactment of the ‘Special Act on the May 18 Democratic Uprising’ was a great turning point in past liquidation as well as the solution of ‘May issue.’ In this study, enactment of the Special Act on the May 18 Democratic Uprising was analyzed from the perspective of social movement theory. This study was conducted to investigate changes of the political opportunity structure, agenda of movement, subjects and methods in enactment of the Special Act on the May 18 Democratic Uprising. The most difficult task in solving May issue was the ‘perpetrator treatment.’ The purpose of the enactment movement of the Special Act is to punish perpetrators in accordance with the existing judicial process. It was embodied by accusing the perpetrators to justice mechanisms. However, The aim of civil society had been switched to enact of the special act after confirming such as inherent limitations of Civilian Government, the absence of relevant legislation, and avoidance of judicial institutions. Complex factors such as change of power relations in politics, general election, solidarity of social movements and resource mobilization were acting on the enactment of the Special Act. As enactment of the Special Act on the May 18 Democratic Uprising was apparent, the power of the social movements was gradually weakening. Furthermore, It influenced the agenda of the social movements brought the difference of perspectives. Enactment movement of the Special Act was conducted on the basis of broad interest and participation of community members. The subject of the enactment movement of the special act has been classified into four types by characters of group, the method of the enactment movement of the Special Act has been divided into six types.
