The stance of the Korean government on the whaling issue is analyzed by its opening statements in the annual meetings of the International Whaling Commission(IWC) since 1978. The analysis shows that, in spite of the variable tones of the opening statements, the Korean government has consistently stated to catch whales within its Exclusive Economic Zone.
But it is not probable to resume commercial whaling because of the confrontation between pro- and anti-whaling group in the IWC. Asking commercial whaling only in the opening statements could not make a breakthrough in the stalled IWC, and give any benefit to the Korean government. Neutral statement balanced between pro- and anti-whaling would make more whaling opportunities to the Korean government.
