This study investigates the problems and discusses solutions of the Ulsan whale festival which is the sole and unique festival held in Jangsaengpo, Ulsan, South Korea. In the beginning, the festival was voluntarily organized by local residents to cheer up themselves from suffering the hard times after the moratorium of whaling. Since 2005, the festival has expanded its scale but unfortunately lost its unique identity because of the intervention of the local government, which was mainly focused on the expenditure. Every stakeholder of the festival has its own value upon the whale. The conflicts among the stakeholders have ruined the identity of whales in the festival.
This paper traces the constraint factors of the whale festival and explores causes affecting the identity. We figured out that the absence of festival identity has occurred by the failure on the internalizing the value change, from utilization to conservation, of the whales in the public. Consequently, to solve these problems, we suggest that the festival organizers including local government should accept complex values of the whales and construct a network with related organizations and festival content which are sustainable and meaningful through a well thought-out strategy and execution.
