The Merged Euijeong-bu office was created when Euijeong-bu and Bibyeonsa were merged with each other in 1865. It was the highest ranking office inside the Joseon government in the early days of king Gojong’s reign. In February 1864, respective functions of both offices were defined in 「Bunjang Jeolmok」, and later in February 1865 the two offices were finally merged through 「Chetong Yeon’hyeok Byeoldan」. But the complete merging of the two offices weaving the most delicate details was yet to come, and institutional modifications had to be made continuously.
The Merged Euijeong-bu office resurrected the political functions of the late Euijeong-bu, and functions of the late Bibyeon-sa office were handed over to a new office named Gongsa-saek. The main hall of Bibyeon-sa was reduced and modified into a ‘Jobang(朝房)’ chamber. Euijeong-bu was the one which actually oversaw the entire merging process, supervising modifications of the new office’s internal structure which were deemed necessary after the merge. Inside this new Merged Euijeong-bu office, high ranking officials were placed in the same roster, while low ranking ones were stationed in two shifts.
Gongsa-saek was operated as a subordinate branch of the Merged Euijeongbu office, but it was able to retain primary functions of the late Bibyeon-sa office, by continuing to join substantial discussions and deliberations that concerned dynastic governance. Management of documents[문부] and operations of the Gongsa-saek office were manned by Yusa Dangsang officials, and rest of the issues were helmed by Jeongbu Dangsang officials, under the titles of Eight Provinces’ Gu’gwan Dangsang or Gongshi Dangsang officials. All the related works were done by the Gongsa-gwan officials, enabling the Gongsa-saek office to preserve its voice and influence.
Since the launch of the Gongsa-saek office, the number of Jeongbu Dangsang officials increased, as Ye’gyeom Dangsang figures were added to the fold and Jongjeong-gyeong(宗正卿) officials joined the group as well. Compared to the number of the Jejo figures of the late Bibyeon-sa office up until the ending days of king Cheoljong’s reign, there were 15 or even 20 personnel more stationed at Gongsa-saek. In appearance, its function as a collective deliberation body was more strengthened than ever. But the overall number of officials who were actually allowed to participate in major deliberations was still small, as it had been so as well in the early 19<SUP>th</SUP> century.
In short, the Merged Euijeong-bu office managed to engulf two offices, but in deeper levels, the structure was still somewhat divided internally. Respective functions of both the Euijeong-bu office and the Bibyeon-sa office were retained. Most of the primary works were done by the Gongsa-saek office, as Bibyeon-sa had done in the past. The main purpose behind the merging was to create a unified administrative office at the highest echelon of the government, and ensure effective and efficient government operations. The internal structure of this new office also reflects the reality of the time, in which Heungseon Daeweon-gun and his allies were channeling their political power and influence through a particular office inside the Merged Euijeong-bu entity in order to control the entire government and the political arena of the dynasty as well.
