This paper deals with the sources of Obama Administration"s policy towards North Korea by using the analytical framework proposed by James N. Rosenau. According to Rosenau, the framework can be classified into five major categories: the external environment, the societal environment of the nation, the governmental setting, the roles played by policymakers, and the individual characteristics of foreign policy-making elites. The external environment refers to the attributes of the international system and to the characteristics and behaviors of the actors comprising it. The societal category includes those nongovernmental aspects of a political system that influence its external behavior. The governmental setting refers to those aspects of a government"s structure that limit or enhance the foreign policy choices made by decision-makers. Roles refer to the impact of the nature of the office on the behavior of its occupants. And individual sources include all those aspects of a decision-maker such as his values, talents, and prior experiences that distinguish his foreign policy choices or behavior from those of every other decision-maker. These multiple policy sources give shape and direction to Obama Administration"s "smart power" policy towards North Korea. And these sources are interrelated and collectively determine Obama Administration"s policy towards North Korea. This paper draws particular attention to policymakers" personal characteristics.
