The purpose of this study is to review existing literature of North Korean foreign policy including the policy towards South Korea, and to explore implications for further studies. Literature of North Korean foreign policy has been abundant, comparing to other fields of study of North Korea, partly because foreign policy actors are apt to be revealed to outside world.
An academic approach of this field of study was introduced by Byung Chul Koh in his work of 1969, and soon followed by those scholars in the US in the 1970s. In the 1970s, original data and materials had been collected and published in Korea, and we had to wait until 1977 to see the first book on North Korean foreign policy and policy toward South Korea. In the 1980s, studies of North Korea’s foreign policy were conducted particularly by groups of scholars. As a result, increasing numbers of publications, particularly co-works, were recorded. However, the collapse of socialist regimes and changing international order demanded a shift of the perspectives in the study of North Korean foreign policy in the 1990s, widening academic interests in terms of research subjects and objects. An increasing proportion of publications of individual scholars also featured in the 1990s.
Despite the existing literature, however, a study of North Korean foreign policy are facing two obstacles: lack of openness of North Korean regime, which limits the availability of data and the access to orignal materials, and conflicting perceptions of North Korea among scholars. To overcome these obstacles, efforts are to be made to solve following demanding tasks: developing new research methodologies, increasing the accessibility to original materials, expanding the co-works with the refugees from North Korea, intensifying researches in terms of regions and research topics, and coordinating the perceptions of North Korea.
