The purpose of this study is to investigate the conditions of sewage disposal as the way of prevention of infectious diseases in 19th and early 20th century Japan. I will take the case of Kobe city for example. Kobe city was an important seaport town in Japan with a foreign settlement in 19th century, though, many kinds of epidemics repeatedly attacked people living there. Such a system as sewage disposal, therefore, needed to be established rapidly for public health.
We know many studies on public health which were discussed from the points of view of Michel Foucault"s ‘Panopticon’ or Benedict Anderson"s ‘Module’. But I will not take the study ways like these. We are here concerned with the social system which was formed with social ranks that might well have existed till late 19th century, and which affected the practice of such public health administration as sewage disposal. I will call it in this paper ‘Social Format.’
What this investigation makes clear is that the transformation happened just in the end of 19th century. Till late 19th century, the sewage disposal in Kobe had been carried out by owners of tenements or by caretakers of them, according to the customs derived from the system founded upon the social ranks in Tokugawa era. But the increasing population and the invasions of infectious diseases made it difficult to keep the customs. The occurrence of plague in 1899-1900 brought the end of them. Afterward the execution of sewage disposal was shifted to the hand of the neighborhood unit for sanitation, ‘Eisei-kumiai’. I think that it means the transformation of the social format from the personal management which was maintained by people situated in the particular social rank to the collective management.
