Study aimed to present the role and scope of regional cultural policy, by examining the legal and institutional plans for the roles of central and local governments regarding regional cultural promotion. Recently, the imbalance in the area of culture has been deepened between regions, and regional culture has been devastated by drastic modernization and the government’s promotion of an unbalanced growth policy. Accordingly, the “Bill for Regional Culture Promotion” was introduced in May 2006 to raise regional competitiveness and the quality of life of residents in various regions, by supporting the development of region-specific culture. Correct implementation of the Bill, however, requires the realization of several prerequisites, such as the principle of the initiative of local government, the clarification of the relationship between this law and existing laws, the expansion of financial support and the concretization of institutional support measures, the principle of citizen participation and autonomy, the establishment of organizations and mechanisms for regional cultural promotion, and the closing of the cultural gap between regions.
The tasks for regional cultural promotion can be divided into short-and long-term tasks in terms of time frame, and into central and local government tasks in terms of subject. In the short term, the central government should narrow the cultural gap between regions through selective support based on consideration of the financial and cultural conditions of each region. In the long term, it should help each region to secure cultural diversity, not by evaluating regional cultural policy merely in uniform and metrical terms, but by strengthening its role as a partner for the revitalization of regional culture. Each local government should make efforts not only to preserve regional culture and satisfy the immediate cultural needs of residents, but also to move the center of regional culture into its own sphere in the long run by expanding the specialized workforce, facilities and financial resources. Regional cultural capacity is closely related to citizens’ cultural capacity, so institutional frameworks should be created to consolidate the cultural capabilities of citizens as enjoyers of culture and the arts.
