It seems that the popular terminologies in the area of political sciences and public administration in the 21 century are region, balance, development, governance, metropolitan and collaboration, etc. Despite of the various implications of their terminologies from an academic perspective, most frequent combination of the terminologies are regional development and regional governance. This is presumably, because regional development and regional governance are one of policies on which higher priority is supposed to be imposed.
In order to address political and administrative problems faced in the 21 century considerable interests and concerns are on the increase in the Europe. The importance of region has been deeply associated with economic growth, integration and harmony, improvement of efficiency and effectiveness of public services, enhancement of transparency and accountability in the policy process, and protection of geographical, cultural, and social-economic diversity in Europe.
Various policies for balanced regional development in Korea have resulted in a wide gap between regions in several respects. This was one of bases for a comprehensive regional balanced development plan established by the Noh Administration. Lee Administration slightly adjusted regional policy to its political philosophy in terms of 5+2 regional development plan.
It is premature to predict shapes and contents of 5+2 regional development plan under the Lee Administration because the Lee Administration has not announced any commitment and specific policy ideas associated with 5+2 regional development plan.
As a result, the purpose of this paper is to analyze every conceivable choices of organizational forms of 5+2 regional development. In response to the central organizational forms, local imaginable options are also under review.
This paper discussed every conceivable governance in response to the emergence of new regionalism in association with regional development. It seems that there are many choices from a selective governance bases on self-rule to integrated governance without flexibility.
Despite of the diversity it seems certain that the governance for regional development should be based on collaborations between local governments and the central government. In light of the features of the 21 century, including diversity, harmony, and peace, the governance of the 21 century is to be created on the basis of decentralization which is able to promote local flexibility.
On the basis of assumptions mentioned above this paper is to suggest two recommendations of the conceivable options of combinations of organizations which are supposed to handle 5+2 regional growth plan. From a short term perspective, the combination of regional development agency-regional assembly may be appropriate. The governance of regional development agency is also be suggested to be organized in a decentralized way. The key funcitons of regional assembly are supposed to consult, supervise and monitor activities of regional development agency.
From a long term perspective, the establishment of regional government is more efficient to coordinate different policy positions and interests between different local governments. The regional government is to be created on the basis of and amalgamation and consolidation of current upper-tier local governments in Korea.
