The purpose of this paper is to examine regional disparities of cultural infrastructure and cultural activities since the advent of a local self-governing system in 1995. This paper estimates cultural inequalities of 15 broad administrative units using the Gini coefficient and maximum to minimum ratio, then the cultural disparities between capital and non-capital areas.
Inter-regional disparities in the cultural supply side have decreased since 1995. Especially, the gap of local cultural facilities between capital and non-capital areas has decreased due in large part to the efforts of local governments to build up the facilities for performing arts and display arts. But considerable amount of gap still exists, especially in the demand side of cultural activities. So the policy measures to promote local residents' participation in cultural activities of non-capital areas should be taken in order to carry out regionally balanced cultural development.
