This study aims to analyze the realities of historic heritage policy with linkage to tourism in Gyeongju city, and to explore developmental policy alternatives toward which its regional cultural policy has to be oriented to compete advantageously against other local governments for superiority of cultural tourism and to serve culturally sustainable development in future times. For the sake of attain this goal, this study divides the object of analysis(cultural resource system) into five units of analysis(cultural development system, cultural commodity system, cultural activity system, cultural information system and cultural linkage system) defined operationally and grounds the evaluation on the practical references of each unit program. This study has a theoretical background focused on the linkage of culture and tourism, and establishes systematically practical ideologies and reference criterions with relation to cultural resource policy at regional level. And this study advocates synthetically the policy strategies detailed on the five subsystems of cultural resource system, indispensable for the heightening of the competition power of heritage tourism and regional culture in Gyeongju city.
