Throughout its history, South Korea has been the advantages of the United Nations including the establishment of the Republic of Korea, interdiction of the communist expansionism and war deterrence by the UNC, which enabled the ROK to evolve from the ashes of the Korean War to the 15<SUP>th</SUP> largest economic power in the world.
In particular, the world community vividly observed North Korea’s provocative actions including long range missile fire and nuclear test in 2009, and the sinking of the Cheonan naval vessel by a North Korean torpedo. Whenever North Korea violated the UN Charter, the UN has effectively managed crisis on the Korean peninsula. Even in the event of North Korea’s contingency, what role will the UN will play to stabilize and reconstruct North Korea through the UNC? If a peace treaty will be signed, the status of the UNC will be raised. This paper will address those issues.
The author will make policy recommendation, which will be considered by the policy makers of South Korea, the U.S. and the UN. First, the ROK government needs to demonstrate diplomatic power to ensure key nations in Northeast Asia that the relationship between the two Koreas is unique rather than a relationship between normal nations. And Key nations should respect Korean self-determination.
Second, a peace regime should be introduced in a multi-phased approach. First of all, military tension between the two Koreas has to be alleviated and military confidence building measures should be taken that a foundation for peace can be laid. This would be followed by an improvement of relations between Washington and Pyongyang to provide security assurances for the latter. A peace regime would be established and an international guarantee provided to stabilize such regime.
Third, it is necessary for the ROK government to closely coordinate with the UN, which is developing “The Korean Peninsular Initiative” to cope with denuclearization and define the UN’s role in the event of contingency situation. In terms of China’s variable, the best way to cope with North Korea in the contingency would be for the ROK, the U.S., and China to hold trilateral strategic talks under the auspice of the Secretary-General of the UN. Finally, unless the North Korea threat becomes extinct, the UNC will exist even after signing of a peace treaty.
