In the pursue of peace on the Korean Peninsula, Both South and North Korea have made a lot of efforts which, however, lead to no substantial progress due to the lack of political trust between the two sides. As early as Kim Young Sam’s government, South Korea has been trying to bring peace to the Korean peninsula through multilateral security cooperation. The successive governments have come up with their own conceptions of peace respectively with the implementation centered on the policies toward North Korea. The key points and means of the implementation vary. The results of the implementation vary.
As a G2 country, China wields tremendous influence on the Korean peninsula. There is no way out for the Korean peninsula issues if there is no support from China. It is of great significance, therefore, to analyze China’s stance on South Korea’s post-cold war conception of peace toward North Korea, if we want to understand the future direction of the Korean peninsula peace mechanism construction.
China’s fundamental policy objective toward the Korean peninsula has been maintenance of peace and stability. Regarding either North Korean nuclear issue or other Korean peninsula issues, China’s stance and action are all centered around this objective. China’s stance will differ depending on whether or not the South Korean conception of peace is conducive to peace and stability of the Korean peninsula.
Today, how to get out of the security dilemma caused by China-U.S. confrontation becomes one of South Korea’s most important diplomatic subjects. South Korea should work alongside with China in promoting the “strategic partnership” between the two countries, which requires Lee Myung-bak’s government or the successive South Korean government to weaken instead of strengthen the Korea-U.S. alliance. The South Korea and North Korea relations will be much improved if South Korea can abandon the tough stance and oppression on North Korea and set the policy tone as reconciliation and cooperation. For the sake of peace in Korean peninsula and Northeast Asia as a whole, South Korea’s political elites ought to transcend the partisan differences and implement the foreign strategy that is grounded in the national interests.
